Does anybody have a freebie .AVI editor that will allow cutting a
segment out of a .AVI file.

All I want to is extract the choice few seconds from a dash cam
recording.

Tried a few that turned up from a Google search, but the genre seems
rife with sites that want me to install their own downloader app (no
way..) and apps with capabilities far beyond anything I want to do - and
aren't, as one would expect, really free.

Windows Movie Maker. Might be already on your machine if you've got
the right platform.
